Dianne Feinstein said it's time for California lawmakers to put a water bond on the November ballot. California's senior senator told Sacramento business leaders Tuesday that it's critical for Republicans and Democrats to set aside their long-standing differences over dams. She said all parties must compromise on a long-term upgrade to California's water system as the state faces a growing population and is threatened by global warming. Feinstein and Gov. Arnold Schwarzenegger have offered a $9.3 billion proposal, but it has not moved forward in the Legislature. It sets aside about a third of the money for reservoirs and other storage projects.
